They booked it this way to elevate his power level as he is going to probably run the Open Challenge, rack up wins, lose to a heel then chase a world title when a heel is holding. Right now Cody has the WWE and Punk is chasing Rollins so they are building Same in the meantime for when the opportunity arises, aka long-term booking.
A wrench was thrown into the plans for both Sami and Fatu by Solo doing great character work and promos to the point people started warming to him and it felt better to have him turn face and join Fatu against the other Samoans and Tongans instead of being beat by him, and it felt better for Solo to keep the belt instead of losing to Sami. Sami also isn't doing the best promos as he comes off as sticking his nose into others business and preachy without having a strong basis for his actions besides his own holier than thou ego and selfishness. Punk and Rollins destroyed him in terms of character motivations and ideologies and were proven right in the end. The Kross thing also didn't help, neither did the Gunther stuff in the long term. Too many guys are firing on all cylinders while Sami hasn't found his current self yet.
