They don't think much of him and he's been booked to be about that much. Now he's getting a world title match and is likely to beat the guy no one else on the roster has been able to. Absolutely not, Oba's 27 and has stupid potential despite already being great. He's someone NXT can hold onto for a couple more years, develop more, build around and up with a long title reign before sending him up to be a real big deal.
Flicky Taints is his first challenger with "name value" from outside of NXT. This is a test to see if they know what they have on their hands with Oba or if they're willing to sell him short for the first shitter they can.

Anon you want these sorts of guys on the main roster fast. You keep them too long in NXT they get too used to small crowds that cheer for anything and overly choreographed hour long matches every week. They struggle to adapt when put in a main roster environment with a harsher crowd, strict match times, and veterans who are hard to work with

It's not too overstuffed. There's a lot, but Paul's weakness as a booker is that he refuses to truncate segments. I think it's because he used to be one of the boys, and wanted his twenty minute segs when he was on top, so he refuses to cut times for his guys. Same thing for matches. He doesn't often give guys less than ten.
Shawn, by contrast, will book episodes of NXT that develops programs for so many different talents--even if it's incremental--across several more segments. And he does so in a way that doesn't kill pacing.
