Halloween is a strongly social holiday - the youth are out trick or treating, some parents are out with their kids, otherwise parents or adults are home handing out candy, then there's costume parties for young and old, events for kids - it's really not a day where you put on a costume then sit and watch tv
Also with it being a weekend there's gonna be people out there intentionally having a much more fun time than if it was a Tuesday
