He was in NXT for a lot of it, and they don't make a lot of money in NXT. Sami Zayn said he made $40,000 his first year. That was a lot time ago so I'm sure it's higher than that now, but you don't make a lot of money when you start in NXT. Also they cut his pay after he was sent back to NXT. It's mostly those working or who worked for WWE because they become such company, yes men because they never think that they'll be the ones getting released or fucked over.
