I'd say they're on the same level. Hulk always tried to make it ABOUT himself, even if he didn't win the belt. He was most concerned about putting himself over above anything else. It clashes a bit because he only has 12 belts compared to Cena and Flair, but it does make more sense from that angle. For Cena, he only seemed to cared if it involved the belt or doing whatever shitshow the company has him penned for that night, even if it's doing their dirty work like burying Roman, even if it's deserved. I said it before and I'll say it again: I'm unironically, genuinely GLAD Cena's retirement has been so utterly shit because it's what he deserves. He can only use the "I don't book, I just do what the company tells me" excuse so many times, because now when it's almost time to draw the curtains, all he has left is a humiliating legacy to look back on and he couldn't even bother to try to clean it up himself by taking action.
