You step into the sand-filled shoes of Courier 6 on the eve of the second battle of Hoover Dam. Your plan is to single-handedly kick the two powers out and create the society New Vegas deserved. This is a soft reboot of the same quest from 2021 that can be partially found on SupTG and moe.
Much like a first love, I could never get this quest out of my head and have committed to restart it. YOU DO NOT HAVE TO KNOW ABOUT OR HAVE PLAYED THE PREVIOUS ITERATION. God knows there’s not enough players on /qst/ as it is.
The Courier has 10 in all S.P.E.C.I.A.L. stats, as well as 100 in all skills. He also has access to all equipment and loot not exclusive to a faction quest. Companions will depend on player choices.
War, war never changes. The Old World Wall, the Hoover Dam. This concrete scar went by different names, but a symbol for many. To the New California Republic, it was another notch in their belt, more land to work, more taxes to collect. To Caesar’s Legion, it was the showdown for their most worthy opponent. An opportunity for Edward Sallow to test the mettle of the legionnaires. To Mr. House, a bargaining chip to advance his vision of a hyper-capitalist autocracy centered only around the jewel of the Mojave. To you, Courier Six, it meant much more.
From the grave outside of Goodsprings, you stumbled into the power-struggle of three factions vying for control of the dam, the Strip and treasures the Mojave possessed. Through your travels you gradually became disillusioned with the “harbingers of the future”, disappointed that they each came so close, but missed the mark in pathetic ways.
It wasn’t until your path merged with Ulysses that your future started to crystalize. Following his footsteps in the Big Empty, you listened to his words and considered their meanings. You witnessed in Father Elijah the corruption that happens not with old and new world ideals, but by limitless potential and absence of humanity. With Ulysses, however, the terrible truth about your past was revealed.
The Divide, perhaps a community worthy of carrying the torch of civilization, snuffed out by your hand. And yet you not only kept that community alive, but you helped it thrive through pure determination alone. Listening to Ulysses’ discarded words as you traveled that hellscape, you came to understand his disgust with both Bear and Bull. When you entered his temple, your mind was decided.
Your experiences traveling the wasteland resurfaced in your thoughts as you headed for the dam, ready to bring the conflict to a close once and for all.

You aren’t blind to the influence these two empires wielded, you just didn’t care. You maneuvered wasteland politics without many direct interactions with either group. It makes you the ultimate wild-card, as the last thing either faction expects is a Securitron army from the rear led by someone they’ve only heard passing rumors about.
It was enough to make you smile, but you have bigger fish to fry. You decide to arrive at the battle the way you arrived in the Mojave, with a low profile. Equipping your Big MT Stealth Suit, you breach the outer defenses on the NCR side of the dam. The incessant droning of your suit’s AI faded out and your mind drifted to other things, particularly the others you encountered in the wasteland.
But the NCR and Caesar's Legion weren't the only powers with substantial influence in the Mojave. Early in your travels, you met the Brotherhood of Steel, a xenophobic and secretive group whose top priority was the hoarding of tech.

Whether or not that's the case with the Boomers as well remains to be seen, but I think they're owed the chance to try and be better now that they aren't totally cut off from the Wasteland.

A bunch of militaristic isolationists that coveted explosives and had a dream of soaring through the skies, the Boomers really took after your own heart. Not to mention they have a strategically positioned self-sustaining military base with the firepower to defend it. They're not to be taken lightly, but you have apparently earned their admiration.
As if right on cue, you hear her before you see her. Pearl flies from Nellis directly over The Fort, dropping its payload on the stunned legionaries watching from below before circling back and leaving a parting message for the NCR. Fuck that was cool.
The Boomers managed to clear out the pocket of NCR/Legion fighting in front of you, letting you enter the westernmost tower unimpeded. It was a simple task of skirting around the patrolling NCR to get to the door of the control room, though taking those two heavy troopers out of the picture may prove harder. You still are in disbelief that they fight in un-powered power armor, it’s almost insultingly primitive. Primitive, but they're not to be taken lightly.

The Remnants

They have so much experience and skill that they are better used as trainers and advisors than in combat (much the same as with ace pilots) but, should the need arise.....
The Khans aren't so bad as far as gangs go, and for that they are permitted exile instead of extermination. But we cannot have them remain here in their current form.

I never liked the Khans, but I didn’t hate them enough to warrant any direct action. I exposed the Legion treachery and convinced the Khans to pack up and head north, away from Legion, NCR and New Vegas.
When Arcade first told me about his Enclave relatives, I didn’t know what to think. I know their atrocities and destruction they wrought was inexcusable but I couldn’t ignore their expertise in the art of warfare. They were older now though, had time to reflect on their part in the service and most were at least regretful. It was not my job to pass judgement, I saw their use and convinced the team to support my efforts at the dam.
Shaking off the reverie, you didn’t know exactly when they would make their assault, but when the two heavy troopers left their posts, I figured the cavalry had arrived. Tuning into the NCR Emergency Radio, your assumptions were confirmed.
We have another unidentified aerial contact, this time a vertibird. Where the hell are these guys coming from?
You take the opportunity to slip into the control room and upload Yes Man into the central console.
“Hey, you made it! So, I am assuming you have thought long and hard about what you want to do with the power, so what will it be buddy?”
If I overload the dam’s turbines, it gives the NCR nothing to fight for and they will more than likely pull out, leaving me to deal with only the legion. It also renders the dam useless, crippling the power supply in the region. If I route the power to fortification hill, I can unleash the power of the Securitrons and force both factions to leave the Mojave, at the cost of higher casualties for all sides in the fighting.

There are confirmed sightings of Strip Securitrons at the dam. They are hostile to both Legion and NCR as well. Be aware, there is an unknown third party.
You love it when a plan comes together. The Securitrons should be mopping up any resistance from here to Lanius’ camp, making it just a hop, jump and a skip to finally ending this. You power up the dam which directs the power towards fortification hill where your Securitron army lies in wait
Exiting back onto the dam, you figure there isn’t much need for stealth anymore. Perhaps thinking of Ulysses, you equip the courier duster he gave you. On the back, there is a faded black spade with the number 21 on it, symbolizing your allegiance to no one but yourself.
The carnage on the topside of the dam is complete, with both NCR and Legion strewn across the concrete. Spent shell casings and miscellaneous debris litters the ground as your Securitrons, with the help of the Enclave, corral Legion and NCR prisoners. You and an entourage of Securitrons head to the Legate’s gate unimpeded.
Lanius isn't the only bigwig you've encountered in the wastes, however. In the weeks leading up to this battle, NCR President Kimball visited the troops at the dam. Unfortunately for him, the Legion had about a dozen plans in place to assassinate him. Did you intercede?

I think it would be for the best if the TV show canon is selectively swept under the carpet - while I offer no judgement on the canon itself, for the purposes of the quest, having both the NCR and Legion as opposing presences looming in our peripheral vision that we need to deal with long term would make a better civquest and effectively removing the NCR from play would unbalance the setting.

And as for income, money is what you make of it. There's much more creative ways to find funds instead of just getting all warm with the NCR, which is doing the same thing as last time and ironically would be even more boring.

While it remains to be seen, rescuing President Kimball from a series of increasingly desperate assassiantion attempts was much more work than it was worth.
There was the veetivird bomb, the assassin in the crowd, the assassin on the western intake tower, the poisoned Brahmin steak, the stick of dynamite in the cigar, and a few others you’re struggling to recall.
Saving Kimball from his own incompetence was made worse by the fact that you were disguised the entire time, not having been officially invited by the NCR to the dam.
But he survived, and the hope that he becomes a scapegoat for the NCR populace has become part of your strategy for dealing with the Bear.
Approaching the gate to the Legate’s camp, you’re followed by a platoon of MKll Securitrons, more than the march for any Veteran Decanus.
But it wasn’t the Boomers, Brotherhood or either the Bull or Bear that caused you the most headaches. It was the games played by the many different families on the Strip. And with every other faction in the Mojave, you meted out your judgement on each.
