Civilization Quest
You are Phlegna, the underworld goddess of plague. The world has just been ravaged by a cataclysm, and although you had nothing to do with it, you got empowered by the ensuing generalized bad health. Most of the old gods were killed or driven away. You escaped your prison while more powerful and far more evil deities made their escape into the outer planes. You thought about escaping as well, but the material plane right underneath your sacred stars was just - rather empty. You don't think there are more than 100,000 souls in the entire world. Most deities think this is too scant a meal to bother, so you're alone - for now. You are now looking for a particularly gifted individual or group that you can empower so as to restart your ancient cult. And who knows - maybe this time around you'll achieve divine supremacy.

Searching far and wide, you find only small scattered groups. There are a few representants of most races, but they are all scattered. There are places where members of the same race are continents apart, with little hope of ever rejoining. You look around for a resilient little group, and you find a race of:

"Niktur, have you heard that?"

"Heard what, Pangor?"

Suddenly, a bunch of noxious smoke hisses from crevices in the rocks at the lookout position of the orcs. They had been assigned advanced guard duty, to see firsthand any threat that could menace their small settlement.

"Aaaah! A ghost! Run!"

"Don't be a coward, Niktur. Don't you see it is just a woman?"

"Are you not afraid of me, brave Pangor?"

"Pangor fears no woman."

"Good, good. Then I will make you leader of the orcs."

You give Pangor a kiss with your smokey form and past of your noxious essence enters him. His skin changes color to a sickly green, and his eyes glow red.

"What have you done to me, witch?"

"I gave you powers! You can now kill your brethren with a touch! They will develop a virulent sickness and will fall dead within hours or days. Now you can get rid of your rivals and become the leader."

"Hmmm... what is your name, woman?"

"I am Phlegna, the Goddess of Plague! I chose you as my champion."

"Yeah, yeah, whatever. I'll go kill everyone I hate now."

Pangor goes a good job killing about half of the already small settlement, including the current chief, the shaman, Niktur and basically his entire family.

"Anyone else dares challenge the mighty Pangor?"

No one else dares. He is made Chief for Life!

One night you appear in your smokey form to him.

"Enjoying your position?"

"It is you again! Phlegna! The witch goddess! What do you want?"

"There are bigger and better things for you to do. You must take your people and march towards the..."

"Hmmm... very well. I will do it."

Pangor tell his people to pack up and within a couple nights they start moving.

The journey is long but after a few weeks they arrive in the region where the dragon and the kobolds are gaining a foothold.

You have then set up camp inside a cave in a hidden grove, so as to not draw attention of the dragon prematurely.

From there, you start preparing.

Amongst the kobolds, there are some with sorcery powers, granted by the seed of the mighty dragon.

How will you deal with the dragon?

> Seek for a powerful magical weapon to give your champion for him to slay the dragon
> Mine some gold to offer to the dragon, try to convince him to mate with some orcs to bestow his magic seed upon your bloodline
> Seek a formal alliance, displaying strength so it would be costly for the dragon to wipe you out

You locate the dragon's lair and appear there, noxious smoke emerging from a crevice and turning into your humanoid form.

An acid breath dissolves you, it is very painful and you let out a scream as you die. You then reform nearby a few seconds later.

"Rude.", you say to the surrounding darkness, where a big black dragon lies.

"Who are you?", you hear an angry hissing voice.

"I am Phlegna, goddess of plague. I came here to negotiate."

"Goddess? Don't make me laugh. You're just an extraplanar with a superiority complex. This world belongs to us, dragons. You so called gods do nothing but cause chaos. Aren't you satisfied with the Cataclysm? Very few of my kind survived. Very few of any kind survived. You should have departed with the others."

"Er... well... I don't really have any other place I want to go.", you say, pensive, sitting on a nearby rock. "I just want to regrow this world, you know? You can't kill massive amounts of people with plague if there aren't massive amounts of people."

"Hmmm... so you're some kind of death eater? You feed off death?"

"Well, though it certainly strengthen me, it has to be death by plague. Otherwise it just goes to some other deity."

"What do you want?"

"I have a tribe of orcs. You have a tribe of kobolds. I've been thinking about..."

I desire a peaceful one with many people who grow old and die of diseases in their old age. If this world does become repopulated the other gods will return and I will need help to fend them off. "I am Alderac, the Ancient. The only world I want to see is one where the natural order of things is in place. All things fearing dragons. Due tribute given by the lesser races. Each dragon with its own vital territory. Respect to the eldest and most powerful. I have little interest in the lesser races except as a means to receive the due tribute. Gods are unnatural. They steer the mortals away from paying the due tribute."

"If it is tribute you wish, we could shape a religion where one of its tennets is giving tributes to dragons. I don't care about it, I just need the mortals to multiply, so I can cull them with disease. Think about it, Alderac! This world could be ours!"

"Hmmm... I face a small problem. Though I've found dragons of other colors, I haven't yet found a female black dragon. My race might perish."

You raise your head and Look Beyond, the powerful ability the gods have of seeing anything anywhere no matter the distance. You eyes glow and you know the answer!

"I see a female black dragon, alright. She's alone in a swamp, very far from here. She's small... the size of horse. Her name is... Zarbele!"

"Tell me the direction.", demands the dragon in a calm voice, finally stepping out of the shadows. His form is massive! One of his claws is about your size!

Though apparently collected, you can see the urgency in his eyes.

We might not be strong enough to protect babie Zarbele on our own and it's a show of good faith. If Alderac betrays our trust presumeably we can figure out some sort of dragon disease with which to repay him.

"The Swamp of Oleryth. There is an ancient temple there. She's hiding on the lowest level."

"Hmm... I'd have to tear her lair apart to get to her. She would probably flee long before I reached her. I will have to make her come to me instead. I'll arrange it."

"So what do you say about my generous offer?"

"I say... let's see if you have any staying power, Phlegna. I've seen gods be born and die, entire pantheons rise to power and vanish. For now, just follow my advice - you will need someone who can take a hit for you. The animated carcass of a dead god could be your first line of defense when more things like yourself decide to show up. And believe me, they will. This world never remains abandoned for long."

"The carcass... of a dead god...?"

You ask and then suddenly the vision comes to you. You see a massive battle where three gods beaten, raped and then killed a goddess of music. Her remains lay strew on a forgotten continent, sunken beneath the waves.

You could animate the corpse of the dead deity as Alderac suggested. You could also infuse an infinitesimal spark of your own divinity into them, so that they would be reborn. You also notice that her fetus remains are also there - a deity that had no opportunity to be. You could fix that.

Reborn deities wake up hungry, however...
