There were welfare offices back then too. Sometimes they'd inherit a property from a family member and live there. Sometimes the other people in the community would take care of them. Sometimes they'd get shipped off to an asylum and never seen again. Sometimes they'd join a monastery and live with the monks. Sometimes they would fuck off and start a homestead on unclaimed land and just live there by their own means. The US has a long history of homeless vagrants and migrant seasonal workers who would technically be classed as NEETs by modern standards as well.
