Sewage might require some slight tweaks, but it is one trivial in difficulty to address. Their solution 400 years ago was actually quite impressive and far superior to methods now used in the United States and Europe. They had dedicated poop merchants who would travel house to house, the poop was purchased and both parties were happy with the arrangement. Yes, the two parties allow for movement on the social axis while continuing certain policies regardless of popular support.
