The top percentages of society, which you whine about so much, don't have enough money to support everyone else. And, through these policies, they won't feel much of a change.
You know who will feel it?
The business that 1 store open, whose margins are already somewhat low, that is now forced to hike up prices because the new tax changes eat up a good chunk of his revenue. These taxes also fund his difect competition, in the form of "city run grocery stores" which sell products at a very cheap rate, possibly below costs, which is illegal for every other business, because they are funded by literally an infinite source of money (taxes).
So now, this guy has to close off his business, not only because of the "sMaLl 2% tAx iNcReAsE", but because the entire sector is no longer competitively viable.
The city will have to now hire more people to work at these public stores, making it so the proportion of the population who works for the government grows. So more and more people are dependent on government money. I bet that these public groceries stores will buy their produce from government run place, or will be forced to buy them out because later on they won't be able to afford private sector prices. Leading to a necessity of vertical integration by the government. Which will then lead to the need to print more money to stimulate the economy in the short term, which will end up causing inflation.
All the meanwhile, the bug companies don't really give a fuck about this increase, but seeing as there are possibly better oportunities elsewhere, they can just leave NYC for somewhere with higher margins. There's such thing as "oportunity cost", just because NYC is profitable, it doesn't mean it's the best use of your money.
None of these policies have EVER worked. They only cause mjsery and retards like you are guilty for all the problems that will come to NYC.
