You need enough wealth and free time and connections to put a party together (usually they have a certain minimum floor of membership and spread required) and handle all the legal requirements, you need a lot of wealth to actually campaign and get decent reach, and this filters into there being very few people who can actually campaign for leadership or even representation in the government's deliberative assemblies. Few enough people that they're manageable for the system and the system can target them as individuals for smear campaigns, blackmail, bribery, or even assassination.
