If users have to submit to laws like these, what do you think will happen? will people just stop consuming porn like they did during the prohibition? No, it will just go underground. People will go looking for other ways to get their fix.
every website that contains pornographic material needs an ID, people will make sites with out the IDs. Those websites get shutdown, people will move to networks like TOR, I2P, FREE NET, etc. government tries to stop these networks, people will get better at hiding. government gains full control of internet in the states, people will make their own internet. No matter what the government can't stop them because they're not fighting a person or group, they are fighting against people want to profit of this as much as possible.
then there's the problem of the entire industry losing regulations. If all porn is legal, all porn is on the table. Zoo, CP, Snuff? all of them are now on the same level of filmed missionary.
Pandora's box has been opened a long time ago, trying to close it will make it so much worse
