IF i have a pipe that is bolted in on one end and is exposed to vibrations and loosens itself out of those bolts over time, would clamping the other end that isnt bolted to a pipe that is then itself clamped to a solid base reliably prevent it from backing its bolts out of the threading?

the bolts will wiggle loose, but the pipe will go nowhere.
