You may have stopped this attack on Hoover Dam, but you also taught Legate Lanius the importance of logistics, so now he'll go and make extra sure that his supply lines are well-reinforced and not a trace of flimsiness anywhere. Then he'll come back. What this means for the Dam is that they had better get extra serious with their defensive strength if they hope to stand a chance against a reinforced Legion. It's not a long-term solution.

The other factions only need a short term solution because Caesar will die soon and Lanius will be too focused on keeping the Legion together to challenge the other factions effectively. The NCR's capacity for agriculture and population growth gives it an advantage in the long term. House's prewar knowledge gives him an advantage in the medium term.
