Yeah, it's an ingrown toenail. Either a nurse can cut it out with scissors or you'll get local anasthesia and a doctor will go to town chopping your nail up and smashing it with a literal chisel depending on how bad the case is.
I had this when I was a kid, they fucked the first surgery up so bad I had to go back three more times for reconstructive plastic surgery and my nailbeds are now forever fucked.

Fucking ingrown toenail, that's the most annoying shit ever. Put your foot in some salt water and keep it clean and disinfected regularly while it grows out a bit. If it doesn't improve you can go to a doctor to get it removed, it's a pretty quick and simple procedure. Cut your nails straight next time so it doesn't happen again and make sure your shoes and socks aren't too tight.

Is that a toenail or a thumb? If toenail, you might require an operation and it would take years before the whole nail grows back and there's a 70% chance you'll get another ingrown from the same or the other side of the nail. If you have money make sure you get the best surgeon because if the surgery is botched then you'll end up another years of pain. You also wouldn't be able to wear socks and shoes too. I had the same shit for eight years, underwent three surgeries until I met an excellent surgeon who remodeled my nail bed, both sides of the skin were cut to keep the toenail from curling.

Frequently cutting your toenails is what usually causes an ingrown.

I might not be a doctor, but I play one on line.
That is an ingrown toenail. It's painful and annoying. The medical solutions all suck and cost $$$. Keep the site clean. Stop tearing your nails off, and switch to a file. Cut a v notch somewhere in the middle to decrease the lateral pressure as it goes. Keep filing short and with a v notch. It will eventually resolve. It works, but expect at least 8 weeks of this before it looks better and stops hurting so much.

I wore sandals for eight years. Make sure the toenail is in open air as possible. Shoes especially tight fitting ones can influence the growth of the newly grown nails. It can make the shape stunted, and voila, you'll have a new ingrown that will require another surgery and money wasted. Don't be stupid and always follow the surgeon/doctor's orders.
