Hellotalk you could potentially do that, it does sort by distance. Only issue is in western countries you probably have more competition whereas in Asia it's less just based on numbers alone.
Other than looking at distance, none come to mind. Most Asian focused dating apps are literally meant just for Asians(forget the one out there that did this). Think you're better luck trying to meet in person or searching for event/groups that would attract what you're after, but more likely to get called out I think if you're too obvious.

smart not to jump into early. You'll find when you have immediate travel plans it's easy to talk to girls on those apps, since a lot are weary of western guys who say they'll come sometime and just waste time saying one day.

I just wouldn't overthink it. I had a casual interest in languages at times, but most the time they're interested in just speaking english to practice, so you can just have normal conversations and don't think too formal about supposed purpose of exchange. If you do decent enough with women already in casual settings there's like zero reason to worry, since you're not going to seem too off to foreign asian women unless you're really really nervous I feel like. And even then they're pretty forgiving with even that in my experience
