There should be no "age" of consent. Instead, anyone who can pass a civics test can be deemed able to vote, drink, smoke, join the military, and have sex.

There should be no "age of consent". Instead, there should be a special government division that is literally just me. If people want to have sex, they have to submit a form to me requesting a sex licence for a 1-10 acts of sexual intercourse, along with complete summaries of their life up until that point. If I personally disapprove, they are not allowed to resubmit their application for another 14 weeks. If they attempt to have sex without my approval, I have the right to shoot them and have their families sent to the coal mines.

Nope, for the sake of fairness, since all adults can be denied all those rights if they are stupid and don't study enough, then theoretically all youths can also gain all rights via the test

(Of course basically no youths these days would pass the test and the few who could wouldn't want to have sex anyway and would be focused on preparing to get into some ivy league college at age 16 instead)
