That's why they try and tell us about systemic racism. It hasn't been socially acceptable to be overtly racist for a couple generations, but yes, the country built by a slave economy still had hundreds of years to enact racist laws. If you look up "the southern strategy" you can find an audio clip of a racist politician saying exactly this, they knew what they were doing.
"Redlining" is one way this manifested in exactly the way you've observed, housing brokers specifically kept black people out of all the up and coming neighborhoods and stopped black vets from taking as much advantage of the GI bill. Combine that with the fact that all our schools are funded by local taxes and you have a self-fulfilling prophecy of shitty black neighborhoods. It was by design, none of the laws had overtly racist language, but they all had racist outcomes.
