The fact is it happened in multiple stages in Europe. In the 1960s they started buying cheap labor from the Balkans and Turkey, because the Europeans wanted to have more comfy desk jobs and have a lower foreign caste to do the less lucrative dirty jobs. This was so convenient for them that they decided not to send those workers back afterwards. Even now wherever you go in Germany or adjacent countries, on construction sites etc you will almost exclusively find ex yugos and middle easterners with local native bosses.
