Getting people covered for services was a lot easier then, it's just that people were morons.
The guidelines and critieria for coverage of services was so easy that you didn't have to bullshit like you do now just for the minimal services like oh: PAYING FOR MEDICATIONS YOU WERE ALREADY ON BUT ARE BEING DENIED AFTER THE AFA AND BEING ON LESS EFFECTIVE MEDICATIONS THAT YOU'VE ALREADY BEEN ON JUST BECAUSE IT'S CHEAPER.
All it did was pretend that it helped a lot of people when it didn't. The guidelines were there back then, just like they were after the ACA. All it did was make things more restrictive and expensive.
I had to get out after 2018 because of how so restrictive it was and how many times I had to BS for even the most basic services. Even then, the restrictions kept getting harder because ACA is still not fully implemented. Though most of it was in effect by 2014, it still isn't 100% yet.
