Would you rather have the government arrange all marriages based on credit score, degrees, income, political views etc. OR have the government raise children so that we don't end up with abusive (or non-existent) parents creating outcasts?

I'd prefer the former. Taking all those things into account should make for a good match-up, which is the foundation for any possible family.
It also solves the inceldom problem overnight.
As for government raising kids. They're doing that now and it's terrible.

I'd rather everyone pay 1% in taxes and the government uses all of that money to enforce borders and apart from that leave everybody the fuck alone
