Not just the ones in charge. Almost all the staff are on major psychiatric medications themselves, and the turnover rate is insanely high to the point where everywhere has a very low staff to patient ratio (e.g. 1 staff for 30 patients.)

It actually saves money in the long run, and it's beneficial that they get treated in the community as studies have shown repeatedly over and over again. It's same reason why life in jail is more prevelent than the death penalty: tying up the courts for repeals, more lawyers, reassessments and repeat forensic evaluations, etc. costs the government more time and money than just having the person serve life.
