Through work, common interests, or just repetition. I made some friends who just went to the same gym as me. I made some friends going to live music nights and trivia nights. I played coed sports socially. If you are poor, you are basically forced to make friends. If you are rich, you can basically buy your way into networking events. In the middle you have the most options.
