If we think of DNA as the blueprints for a human being, then it stands that the brain, how it learns and interacts with the world, falls under that umbrella. I don't believe that a human is a dynamic creature, sure it's dropped into an environment and then has to learn and interact with it, but the way it does so is entirely up to that human. There are some extremely promising people out there who've lived in squalor, and some really unexceptional people who lived in comfort.
