How much would it cost to stay in a hotel, eat food and rent a car or something in the philippines? The flight appears to be around $1400-1800 for a round trip a week apart, would $2200 total be enough?

I think the budget is okay just have everything already reserved so there are no surprises. Have her cook for you and use her ID to get a sim card to save some money. If you're planning road trips having a car would be cool otherwise just use Grab. Avoid Manila if possible.
