First of all most those deaths were caused by diseases that malnutrition had a comorbiditiy with not outright starvation. Also a lot of it was tribal massacres as society collapsed. All this was caused by supply chains collapsing in Iraq, Libya and Syria as the US destroyed power girds, logistics and so forth to topple the governments and then went "oops people are dying of disease and murdering each other".
It wasn't official policy to ethnic cleanse Muslims just a an accident, were Israel is actually trying to backdoor genocide the Palestinians.

Structurally the systems in Germany and Russia were pretty similar. They both had a 1-party socialist government, youth organisations for indoctrination, political secret police, torture prisons, labour camps, controlled economy, and focus on "the people" ("volk") as the priority over individual interests.
