I can get close shave with almost not stubble but the problem is that most likely it would lead to ingrown hairs and that's even worse than stubble.

It means they shaved properly 2 days ago.
Also, one of the many reasons I epilate, the other reason being that it doesn't require shaving cream and can easily be done any time without effort.

I don't shave my legs or anything but i do shave my head, face pubes and armpits. Don't ask about the pits.. lol its not something your gonna wanna know about lol.. But the reasoning alot of people don't shave is because its hard to shave down there. A penis is super annoying to shave as shit gets hard out of no where. It flops around and your balls are just out of sight in areas requiring a Mirror or some thing to see.. unless your super flexible witch im not lol.. I often help people out shaving down there if they ask me, Because i have become so good at it, Both sexes males and females. And yes trans. So i can understand why most people don't but Now with spray on hair remover you can do this in less then 3 mins in the shower. Spray it on weight the 3 to 5 mins and hose it off and shits smooth as glass. Also lasts way longer then shaving

With a lot of care if your doing it your self. Otherwise a helping hand is key ;)

also they have hair removing spray's and crams you put on in the shower and wash off that makes down there super smooth and lasts way longer then shaving.. I personally use sally hair remover 8.99 a can last 3 sprays and i get about 9 days out of each application since i only do my pubes and not my legs or anything else.. Highly recommend trying it if you want smooth balls and no pubes..
