We've had penis enlargement research for centuries now. There's pumps and stuff for this now, you can improve length and girth by ~2 inches (max) over a year or two.
No amount of funding is going to magically make a huge penis pull or whatever, and surgery as we have already seen with troon attempts is a pipe dream. We have already reached the closest we're gonna get, either use it and stop complaining or keep wailing into the void while nothing changes.
