Through gene therapy targeting sex-selective myostatin inhibition estrogen sensitive growth-plate closure, with enough money and effort we can genetically modify existing humans so their offspring will have these modifications.
Also the immigration law will require the therapy, like vaccinations.
Lots of advantages to this, including women being at much lower risks of osteoporosis and sarcopenia later in life (though aging will be cured at this point), and rape of women becoming extremely rare and having more self-confidence.
