I'm reminded of this Terry Pratchett quote. If you haven't read the Discworld books, you should. One character, the machivellian dictator of the setting's equivalent of New York, has had a bit to drink and is feeling more talkative than normal and so decides to tell a personal anecdote:

So, I think you should given consideration to the problem of evil if you really wonder why god would make someone like you because I have never found any satisfactory answers to said question of evil beyond these three:
1. God does not exist.
2. God is not omnipotent.
3. God is malevolent.

In any case, however you look at it, animals cannot be evil. They are simply predisposed to have instinctual thought processes that they cannot control. They have no level of cognitive ability to self reflect, ponder, study, etc.

Well theres lots of theories about why god makes omega males. One of them is that it has to do with money and the hardness of growing a human. And, he basically just doesnt care enough and just makes the hamster cage and fills it with rats and lets them run on the treadmill and fetch their own water using the stuff he put there. But, hes also omnipotent. So another theory is that he wants you to suffer, and actually believes it is good for you to experience a life you would never choose for yourself. Which makes him pretty terrifying because he believes he is moral and correct. Overall, itll be hard to convince a man who is being tortured that there was a good reason for it.
