Well, the caveat is that the women are unmarried maidens. My proposal would work with a traditional culture if properly managed and constrained either via social constraints, the law, or both. You could mandate STD tests that you have to carry around if you want to engage in this behavior as a man without causing an epidemic. You could also have maidens be the only group of women that are allowed or even mandated to dress sluttily with crop tops, leggings, and other things to signal their capacity to pacify men and become a hopefully permanent companion.
