It's probably because of their higher social status (perceived as more attractive by women, more threatening by other men), giving them confidence and a more rewarding social life, incentivizing them to be more outgoing.

It's a feedback loop. The more desired you are, the more positive interactions with people you have, and this cultivates being a sociable person. Conversely, being undesirable means less positive interactions and more negative interactions, which leads to antisocial behavior, which in turn fuels more negative social interactions. (i.e., short people are bitter because people made them that way, and they then get treated poorly for being bitter)
