No one's going to rebuild anything, if infrastructure declines, we don't have the easily accessible resources that made the industrial revolution possible. We also would have to take care of an extreme amount of elderly people coupled with a baby boom and old people have more social capital and networks. You will also have ethnic conflicts and infighting.

The complex systems of today are on thin ice and they will never exist again if we lose them. If we regress enough to lose extraction infrastructure then this was our great filter and humanity will be stuck in a less advanced stage until it dies from some kind of natural disaster.
