They're not allowed, at least not in America. Several hosting providers kicked them and even Cloudflare blocked its services. The site is now registered with a registrar from Africa and the domain servers are I think operated in China. No idea where the content itself is hosted, probably in the middle of nowhere in a 3rd world country that doesn't give a fuck.
