First off, yes while some states have AOC as 16, those states also have rules around it such as being within a year range of the minor, if the minor is victim to a power dynamic such as being a student, if you are a resident of said state or traveled from another state thats AOC is above the minors age, etecetera. Those laws were set up to make it more lenient towards minors who had sex with each other, but clearly they dont fit the Modern era.
