The shrinking population gets subsidized by the state and everyone lives as happy consoomer NEETs for the rest of eternity with big daddy gov. Birth rates no longer are necessary to maintain society since labor is an infinite supply. Some jobs still exist (for example AI engineering or entertainment industry jobs) but they are voluntary and rewarded in abundance, so a lot of people want to work in them.

Japan forms an empire across Asia after conquering China and establishing colonies in India just before the great Pajeet genocide of 2070. USA and Europe (newly formed Atlantia) now own the entire Middle East, Muslims and Jews were eradicated in 2045. The world is now split into two peaceful continents, Eurafrica (owned by Atlantia) and Asia (owned by Japan).

Enact a UBI and Keynes' 15 hour work week in the West, as it's obvious that there will never be enough jobs while they are being outsourced to slaves.
Ideally, end globalism and open-borders too. Let technology handle most things and let Western people relax from the endless grind already.

Create strong communities, strongly encourage young couples and incentivize marriage. Disincentivize being single for extended periods of time, and when you reach age 25, you are assigned a bf/gf by the state from a pool of other single people of the opposite sex around your age. You can break up, but you'll be assigned someone new. If you're still not in a long-term relationship by 30, you get removed from normal society and put into communities for single people. Worse services, less opportunity for employment, and more oversight by the state. You can still get a relationship from here and return to normal society, but it will be scrutinized to make sure it's a real relationship and not just a scheme to get out of the singles community.
