Dude, they have the entire police force AND thousands of national guard deployed in the metro.
NYC is NOT safe there is crime around every corner, public transport is grimy and disgusting, people are anxious to go out in public.
You also can't afford to migrate there like a refugee all by yourself. You will NEED a roommate or 3 unless you're working a cushy job that can cover $3k+ rent and $500 in bills a month.
You are basically asking for the hardest possible life as opposed to just driving.
Honestly, for someone so mentally weak, I would join the military as it's your only hope for destroying the laziness in your mind. You will never build up the discipline by yourself. You're just putting off the inevitable.

I was also afraid of driving.

I took a driving exam a few days ago and all the fear vanished immediately. Cars are surprisingly easy to control and maneuver

You need to pay for some driving lessons, get your permit, take the written test (done online on computers now) and the actual driving portion. It depends what state you live in that determines how "hard" your driving test will be. Honestly it is all in your head. The driving portion is simple and they don't ask for parallel parking.
