Yeah, I realized that after I sent post. There are action figs though. They usually don't look as good due to visible joints, but under uniform it wouldn't be visible anyway. There are lots that come in kit cards and you have to assemble them yourself which is kind of fun. And I value their configurability so it's not that big of a deal to me.
Still, even stuff figs often come with detachable parts. My maid has detachable arm because it's kind of needed for proper configuration with rifle. Though they rarely come with enough detachable parts to make it work with normal clothing and you'd have to play with sewing weird stuff, like front and back that are connected with velcro or something.
There are also stock, cheap figmas, but they obviously don't have physique you'd want and it'd be mostlly about making them uniforms.
With 3D printers there is popular dummy-13 model that has separate skeleton with joints and body parts, and you can model body parts to your liking as long as you don't fuck up connectors.
