It's fine as long as it's two people with enough agency and civility to propose and accept it like gentlemen to begin with. The whole point is that both sides, from the clarity of different viewpoints can separate each other's good from the bad and possibly learn something from each other.
What has everyone rightfully up in arms about the "cultural exchange" you're implying is the fact that it's introducing people who would never meet otherwise en masse. When boatloads of Muslims who were imported and ushered into a community of secular/Christian Westerners by a third party, all sides suffer. These "migrants" or more accurately, "imports," being only capable of low-skilled labor, are dumb and lazy and would never have been able to even exit their own homelands if the move had not been orchestrated for them. Therefore, they can only sit around and cause problems in their host nations and they will never leave on their own. They have not the agency or intelligence to direct their own lives to that degree. The mass-migrants are also spared the standards for naturalization into their host country should they decide they like it better. They unironically just start a colony, because how could they exist in their host countries otherwise?
It's not that highly-skilled labor is a prerequisite for naturalizing into another country, but it just typically goes along with those who are agentic and high-IQ to take the steps to visit with another country and interact with its citizens and authorities on their own initiatives. Eg. You'd have to be quite the exceptional Nigerian to learn Japanese, fly to Japan, fit in with Japanese culture and naturalize into their society and do it all on your own funds.It goes without saying that you're high IQ and capable of civility. But mass-importing Nigerian "migrants" solely to compete with the Japanese who are limited to low-skilled labor just guarantees a brain-drain and a problem that will not resolve itself peacefully.
