Ukraine had a civil war because Ukrainian nationalists try to overthrow the government every time they lose an election and succeeded in 2014, and Russia doesn't really care about the people in the Donbass (who the Ukrainian regime nonetheless treated horrifically) they just want to landgrab. And so does NATO, for that matter.

however, that's simply not an accurate summation of Russian peace proposals, which mostly consist of requests for territorial cessions of places they've already taken (and a couple places they haven't)
