It's not the fact that he used a shock collar, it's that he did it to stop his dog from getting out of its bed, that the pain it inflicted on the dog caused it to audibly yelp (which is obviously excessive), and that his reaction to the dog yelping was to chastise it further. He's an actual psychopath, which isn't surprising to those who know what he's like but a lot of people are only finding this out now.

I've never liked electric collars, it's just a way for lazy and cheap dog owners to justify not fencing in their backyard. As a dog owner of over 31 years I do not condone electric fences or shock collars. I once had my parents use vibration mode devices on me as a child to train me out of peeing the bed and it left me with some mental trauma. I won't do that to a helpless animal that doesn't understand what's happening. I just use proper discipline and routine so my dog isn't confused about how to act. If he is bad I say BAD and NO and he knows exactly what that means, there is no threat of violence it's a threat of him disappointing me because he is so loyal
