They aren't inately. But women, being the gender role that can't rely on physical coercion(due to estrogen, and their social role), must rely on other forms of coercion to get what they want when people say no. Women are also far less suspect, to the general public. They're seen not as agents of their lives but as objects. They can do nothing and no wrong, and there's also the "woman are wonderful" where people just think women are great without any reason whatsoever.
