it's a teleological inevitability. Women are socialized to conceal their aggression, to step lightly and to avoid direct confrontation. all their efforts are bent towards avoiding coming across as direct, and masculine (unless it's to satirize or caricature masculinity). she is self interested, she is stupid and vain (like all people) and she has been taught to be passive aggressive.
