You download the most in-demand parts first and once that's done, you share those parts with other people, while you proceed to download the rest.

Why that isn't happening is probably because no one wants the file as of now, therefore you don't see yourself uploading anything.

Most bittorrent clients already do that. It just doesn't really come up unless the torrent is brand new and in high demand.
