Bullying is actually effective, but not in the way they think, it exposes psychopaths and abusive tendencies. If we were a better society, we'd identify these monsters early and incarcerate them or sterilize them so they can't make more ticking time bombs of abuse and cruelty.

It really is about conventions. It is about how things are. When you expose a problem, often people confuse the problem with the person calling it out. So often at businesses, the whistleblower concerned about safety becomes the problem, not the safety issue itself.

Bullying victims rock the boat of the system more than the bullying itself. So it is just allowed to continue. It is justified. It really shows you the limit of these systems is that people who are incredulous will know a system can't really influence or punish them if they don't care or don't let it.

People just decide someone is different for whatever reason. They attack that person. Them attacking that person makes that person behave in a certain way via human psychology. Then the victim gets blamed for how they are acting even if it is in reaction to how they are being treated. It is the bullying double down: bullies justify their violent action as being deserved because of how someone is acting, even when that person is only acting a certain way because of how they are treated. All you're doing is justifying one set of violent action, whilst condemning another set. You're saying that people deserve it. And what happens when people say you deserve it..

Simply isn't true. A short guy gets picked on for being short. Being picked on makes them feel self conscious which changes their behaviour. The bully picks up on this and picks on them even more.
