Hokkaido has brown bears, Honshu and Shikoku have black, their ranges don't overlap in Japan. Kyushu is bear-free.

Elderly in Japan have huge pensions, use up the most gibs, and are the only voting block that matters. They not only drain the system, but put the most stress on it by a massive degree. Just like Western boomers, they'll always vote to do what's necessary to keep the money flowing to them. If that means destroying the country with immigration, then they'll vote for whoever pushes for it.
