Think of the types of shoes that women wear all the time, how there's no social stigma around women being barefoot in situations where it would be weird if a man did it. Point being, there's not even this kind of social awkwardness about having her feet visible or looked at. When you think of something like that, you're just projecting the male experience onto the female, who would have no clue what you're on about. I'm not saying there are no women who are self-conscious or something, but generally speaking, the idea that this is even crossing some kind of boundary is not there at all for a normal woman. Ever wonder why some guy can go up to a random woman and ask to take pictures of her feet and she'll agree? That's why, because it's nothing to her. If you have a foot fetish, women's mindset towards feet is probably not relatable, because you want to assume there's a meaningful sexual component there, but there simply isn't. I've had a foot fetish for a long time, and I thought about this a lot, trying to make sense of how women relate to all of this, and this is basically the conclusion I've come to (this and the previous post).
