The specifics obfuscate things a bit, but the values in Undertale are not subversion of the Western tradition by outsiders, but rather a continuation of the trajectory we've been on for over a thousand years. As for Toby Fox, Undertale got big because he worked on Homestuck, which itself got big in no small part because Andrew Hussie had already built up enough of a following through all of his previous webcomics that Homestuck had a pretty solid head start.
