Absolutely not. Maybe by an adult with ChatGPT, but even then, it would need to be very strictly supervised. I use AI as a part of my programming workflow, and I can tell you from experience that it can and will output complete horseshit, so you need to read over everything it spits out line by line. It's most definitely not smart enough to assemble all of the elements that make up a game together into a complete package.

Undertale is just basic Western slave morality, which has been the default morality in the West ever since Christianity overtook Greco-Roman Paganism. The idea that it's moral to be merciful, to help the less fortunate, to put an end to cruelty, to show kindness even to your enemies because deep down they can be redeemed, is all rooted in Christianity, which is itself rooted in Platoism and, like it or not, Judaism. Read On The Geniology of Morals for more information. The specifics obfuscate things a bit, but the values in Undertale are not subversion of the Western tradition by outsiders, but rather a continuation of the trajectory we've been on for over a thousand years. Of course, one can question if this trajectory is a good one, but you should take that up with Constantine, not me.
As for Toby Fox, Undertale got big because he worked on Homestuck, which itself got big in no small part because Andrew Hussie had already built up enough of a following through all of his previous webcomics that Homestuck had a pretty solid head start. None of this is being hidden from you, this is all public information.
