Pedo is something you are, not something you do. It's a person who feels romantic and/or sexual attraction to per-pubescent humans.
Most don't do anything about it besides jerking off to loli art and other lewd things online. Some channel their feelings into their own art, not just lewd things but music, writing, poetry etc in an attempts to share their usually silenced feelings perspective with the world.
Statistics show that the majority of CSA is committed to non-pedophiles, which is to say, people who aren't actually attracted to kids any more than the general population. Parents, teachers and religious figures being the usual suspects. The commonality between these three groups is power. An unjust amount of legal authority over children that enables abusive people. Who do you think is really behind these activist groups who call for more "parental rights", tracking devices on children, monitoring of all of their activities. Protip: It's rapists.
Pedos on the other hand, while most are entirely inactive with children, also make up the majority of positive cases, which is to say cases of sex and romance between a kid and adult that the younger partner looks back positively on, even as an adult themselves. Sex itself causes no inherent harm to kids, instead it's secondary factors which cause harm, such as the kid being treated poorly, threatened, beaten, the kinds of things that would make any relationship negative. There are many documented cases of positive cases, but experiences cannot speak out for fear of being labeled a pedo themselves, having them or their partner face threats and violence. They are sworn to silence for fear of backlash.
Pedos have always existed, much longer than today's moral panics have and will exist after they're gone.
