If you want to recreate the OP image this would require wire cutting and bending, using a vice and pliers, and welding the wire supports to the metal base. I don't think the holes in the base are strictly necessary, but probably they just found some steel disc that already had holes in it. If you feel that you need holes in your metal disc, then you can drill some in.
If you have none of these things and onyl care about the function of the device, you could simply raise the flower pot on some bricks or something, and then put candles unser it.. see pic related.
